What comes around, goes around

We visited my sil who checked-in at Picasso Boutique Serviced Residences in Makati and while waiting for them at the lobby, we got the chance to go around the area where there are paintings and artwork hanging around the wall. 

Photo above catches my attention, a carousel with bicycles made up of metals with a background painting, the title says “what comes around, goes around” I wasn’t able to take a snap of who created the said masterpiece.
